On December 16, 2024, the European Union adopted the revised Packaging and Packaging Waste Regulation (PPWR), setting an agenda for reducing packaging waste and promoting sustainability. Reusability stands at the forefront of this new law, offering businesses a concrete path to compliance while advancing their sustainability goals. With ambitious targets on the horizon, companies must start planning their transition today.
Key Reuse Targets in the PPWR 🎯
PPWR introduces binding reuse targets across sectors, creating a paradigm shift in packaging design and systems:
- 🚛 Transport Packaging (incl.e-commerce): From January 1, 2030, 40% of transport packaging must be reusable within a re-use system. This target increases to 70% by 2040.
- 🍴Takeaway Food & Beverages in the HORECA Sector: Final distributors must offer consumers the option of reusable packaging by 2027. From 2030, 10% of all sales in the HORECA sector must be in reusable formats, with this target rising to 40% by 2040.
- 📦 Grouped Packaging (excluding cardboard): At least 10% of grouped packaging must be reusable by 2030, with the target increasing to 25% by 2040.
- 🍶 Sales Packaging for Beverages: Distributors of alcoholic and non-alcoholic beverages must ensure 10% of products are available in reusable packaging by 2030, increasing to 40% by 2040.
Why Businesses Should Act Now? 🏃🏻➡️🏃🏻➡️
The PPWR sets an ambitious timeline for compliance. Transitioning to reusable packaging requires time to develop re-use systems, adjust processes and establish partnerships. Early adopters will gain a competitive edge, reduce long-term costs, and align with growing consumer demand for sustainable solutions.
Strategies for Implementation 👣
To implement reusable packaging and align with set targets, companies should:
- Evaluate Current Packaging: Identify opportunities for transitioning to reusable formats.
- Engage the Supply Chain: Collaborate with logistics partners and suppliers to establish the right processes and reuse systems that work for their ecosystem.
- Plan Strategically: Develop a comprehensive strategy that not only aligns with PPWR mandates but mainly makes sense for the business context and aligns with strategy overall.
- Pilot Reuse Systems: Start with small-scale pilots to refine processes and address challenges to ensure the strategy fits the daily operations.
- Educate and Inform: Train staff by engaging them in the entire change process and, finally, communicate the benefits of reusable packaging to customers.
